Because in America the odds are slightly worse off for the player because the dealer checks for blackjack first - if the dealer has blackjack, everyone automatically loses their money. In the UK however, the dealer does not deal his/her card until after all the other players have bet. If a player gets blackjack they are paid instantly, and keep their 3/2 even if the dealer goes on to get blackjack themselves.

in the uk, why does the dealer place her last card face up AFTER all players have hit? (as opposed to the us version, where all cards are dealt, 2 to each player with the deal ending in the dealers down card being placed under their up card)

Card counting increases your chance by a lot more than that. I'd say that with the most common card counting method, you'd get your chances up to at least 70%.

I've played blackjack for a long time and I know card counting techniques etc... But even with card counting your winning chances are like 52%, so it is not much of an edge in the short run.
