Not even close. Devilsaur's bonus is a flat % while the raptor is a AP bonus. Also, the devilsaur's % increase can stay up pretty much for the whole boss fight.
At 75 my devilsaur was pulling in 650 during instance runs.

Both Raptors and Devilsaurs have +10% damage multipliers and are both ferocity, so they should both do the same amount of damage.
